System Overview

The software system that we want to develop is a combination of job site, resume distribution service and applicant tracking system. We want to build a more efficient bridge between candidates and the recruiters and hiring managers who are looking for them.

With the JobBank system, candidates will be able to enter their skills, resume and personal information into a large, vendor database where it will then be available to a large number of customer sites. Since the sites all use the same software system, it will be easy for the candidate to move from one site to another. Recruiters using a site will simply invite a candidate to that site and his/her information will already be downloaded to the site. No more filling out multiple applications that all contain the same basic information; no more learning how to use a variety of different user interfaces!

A site can be run by an employer or agency that uses its system for its own recruiting. A site can also be run by an independent provider who provides service to a large number of employers and agencies. The system that we propose will tell recruiters about candidates who are an excellent match for the positions they are trying to fill, and it will tell candidates about positions that are an excellent match for their backgrounds. The software on a site will provide the following exciting features:

  1. Access to a large vendor candidate database.

  2. The site can be adapted to any discipline (any skills) and any geographical locations merely by loading information into its database. The vendor will provide pre-defined "packs" of skill and geographical information.

  3. Candidates are rated relative to job orders (descriptions) on a scale from 0 to 100 based upon skill levels in job orders and the candidates’ skills. There is no limit on the number of skills that can be included in a matching computation.

  4. Candidates are also compared relative to job orders based upon locations, salary, type of position and sponsorship availability/need.

  5. Anonymity can be kept between candidates and organizations; it may be dropped completely or selectively.

  6. Online testing is provided; candidates can take tests associated with job orders.

  7. Clients or agencies may re-evaluate a candidate's skill levels.

  8. Communications are provided between candidates and organizations and between staff members assigned to a job order. Emails to individuals are batched.

  9. The system provides work flow flexibility, i.e., it supports the recruiting process without controlling how it is performed.

  10. Historical information in the form of comment and status change histories is maintained by the system.

  11. What-If Scenarios are supported; speculative job orders and candidate information may be created and used for searching but not for establishing contact.

  12. Special facilities are provided for agencies: they can associate clients with job orders and track the submission statuses of candidates at clients.

We are confident that the JobBank system will be a profitable product that provides an efficient environment for candidates, recruiters and hiring managers.
